My fix was to use DXWND (free program) and give it some compatibility settings. You may need to mess around with it further, but here’s what I’ve changed and it appears to work for me:

Main:
✔ Early hook
✔ No banner*
✔ Run in Window*
✔ Terminate on window close*
✔ Force windowing*
✔ Lower background priority
✔ Keep Aspect ratio*
Video:
✔ Prevent Win Maximize*
Screen resolution (HD (16:9)*
Compat. (you may need to enable advanced settings for this):
✔ Pretend Win visible & on top
✔ Win insulation
✔ Handle Exceptions
✔ Set NOPs
✔ Fake Version (Windows 98/SE)

You may need to mess around with it more, but I’m running it on a modern laptop on Windows 10 and it is running perfectly fine at 60 FPS.
* This likely didn’t have any effect on it. I also was trying to get around the game maximizing itself into full screen. It’s very intolerant of even minimization, due to it being nearly 25 years old

whish is no longer updated as of may 2021. which was optimized for Windows 10.
