I was experiencing the same issue 3years ago.
You just need to use Ultra ISO. The game ISO can be opened by it.

It has nothing to do with Windows..
That probably happened cause Windows defender detected it as virus but its false positive
To solve that create folder where you gonna download and install games. After that open Windows defender find exclusion and add that file that you created as exclusion so that antivirus doesn’t scan that file anymore
