*Exit the app after installation.
*Allow advanced permissions to the Maxis directory in which the game is installed under Programs (86) to allow me to add or make changes to get the Sims.exe transferred to replace the game’s version.
*3rd additional step was to rename the original Sims.exe file to archive it. Only then was I able to get to your step 5 by copying and pasting (dragging only created a shortcut) the playable exe file before moving onto your step 6.
This is still Windows 10. I dread what will happen should I update to Windows 11 😄

Right-click on the Sims folder where the Sims 1 resides. Go to “properties” then “security.” You should see a line that reads “to change permissions, click ‘Edit.'” Then under Group or user names there should be an option to “add.” Enter the name (I used “everyone”), hit “ok.” The name you entered should now be on the list of group or user names. Select the name you added and give it full control.
