For the more that 60 fps trouble, put http://enbdev.com/convertor_dx8_dx9_v0036.htm files in the folder of the game. It worked for me
It needs to be patched, but there is no way to download the patch because it says it was deleted (I got a 404 message).

whenever i open the game, it runs at extremely high fps and whenever i click force 60 fps it doesn’t work?

You need to download a dx8 to dx9 converter and insert it into the game’s folder
