Right-click the zip file and extract its contents wherever you have enough space.
Once you’ve extracted the contents, you’ll find the setup exe in one of the folders.

If you are still confused, here’s a small step by step guide:
1 – Google your error (d3dx9 dll missing/error will get you there)
2 – You should find lots of links, don’t click any that aren’t official Microsoft websites. You should find either a download link for “DirectX End-User Runtime” or an official blog post detailing similar issues that will get you to the download page.
3 – Download it and install it.

You are probably not the first person to have that issue, google it and you’ll most likely find a solution. If googling the error you got doesn’t give you any answers, try changing it up a bit, instead of searching for something like “d3dx9_26 error”, search for things like “d3dx9 old game fix”, and you’ll eventually fix your problem.
I really didn’t think there would be so many people struggling with googling something, but a lot of comments underneath this one apparently did and so this comment exists.
