It was famous around 2005~2009 in my country, in foreign country it could be around 2003~2005.
I think a teenage girl is the protagonist, it has many close & tall building with outside iron staircase, as soon as she claim top of the buildings,
3 dogs enter the scene, ambulance sound on road, it’s night time and it will be raining this is all i remember.
Mostly it could be a game from PS2 to PC, because many ps2 games i played only as PC games.
