Followed Kat’s suggestion. Couldn’t use windows to turn volume for the program down, but otherwise worked great!
It runs just like it did when I played it as a child! Works fine on Windows 10 with Compatibility Mode set to Windows 98. After you mount it, instead of running setup.exe, open the RUN folder and run the Elmo.exe and it should run just fine! Installation would not work for me, but I still got it to run regardless.
