The server for the original game is offline since the game shutdown a decade ago. You can download these files, but you’re not going to be able to play the game using them. I suppose this was uploaded here to preserve the game’s source code and assets. If you’d like to play what is essentially the same game, try either Toontown Rewritten or Toontown Corporate Clash, which are both free revival projects of this game.
I downloaded the file but there is no game attached? Is there a program I need to be able to play it?
The original game servers were shut down in like 2013. A few community revival projects exist like Toontown Rewritten and Toontown Corporate Clash. Those games are free and still alive, give them a shot.
